HO CHI MINH CITY, Feb. 7 (Xinhua) -- Nguyen Thi Diem Hang, a prosecutor in Vietnam's Ho Chi Minh City, is breaking into a broad grin while offering red envelops which contain brand new bank notes to her nephews, nieces and children of her neighbors, but there is something behind her smile.


During Tet, the Lunar New Year Festival, Vietnamese adults offer red envelops with one or a few brand new bank notes inside to elderly people and children.


Such a small amount of money, around 100,000 Vietnamese dong (4.4 U.S. dollars), is called "mung tuoi" (a congratulation for aging) in the northern region, or "li xi" (the Vietnamese pronunciation of the Chinese term of "li shi" or "lai see" meaning "benefit" in Chinese) in the southern region.


During Tet, it is customary for Vietnamese people to visit their parents, relatives, friends and acquaintances to wish them a happy and prosperous new year.


There they will give "li xi" to the host's children to wish them luck.


Elderly people receive lots of good wishes from their visitors and will be offered even greater amounts of money based on the closeness of the relationship.


As the money is brand new and put into red envelops, with red traditionally being the color of luck, it is considered to be "lucky money."


The most beautiful red envelops on sale during Tet in Vietnam, are imported from China. This lunar New Year 2016 is the year of the monkey, so Vietnamese people prefer red envelops with images of monkeys or Chinese characters meaning "happiness", "wealth" and "longevity."


According to Vietnamese experts, lucky money used to be merely symbolic, but now as commercialization grips society and relationships among people become more and more pragmatic, the actual value placed on the envelops has increased, and the initial meaning and innocent purpose is gradually fading away.


Psychologist Nguyen Kim Quy, who works for the Child Protection Department under the Vietnamese Ministry of Labor, Invalids and Social Affairs, said original meaning of "mung tuoi" is to wish small for children to grow up quickly and be healthy, so the value of lucky money was very small, but this is no longer the case.


"Parents should teach their children to understand that 'mung tuoi' holds a spiritual value and bring good wishes on the occasion of the start of Lunar New Year, not just material value. They should receive 'mung tuoi' with respect and should not ask for the money," she said.


Mai Thi Thu, born in the northern province of Thanh Hoa, a garment worker in Amata Industrial Park in the southern province of Dong Nai, told Xinhua, "During Tet, I have seen many small children actively ask their guests for 'mung tuoi' when they have just arrived. Some kids even open the red envelops to see who got the most money in front of their guests, leaving them embarrassed."


According to the psychologist and the worker, Tet has also inadvertently created ideal conditions for bribery to flourish, as many staff make use of the event to bribe their managers to improve their situations by "offering the kid lucky money."


Businesspeople who want to boost their relationships and business do likewise.


"Many adults regard 'mung tuoi' as a channel for bribery for personal purposes such as getting promoted, so they often offer their bosses' kids very thick red envelops whose material value is very high," Quy stressed.


Thu said she often witnessed the children of her neighbor, who is a local senior official, receiving millions of Vietnamese dong (hundreds of U.S. dollars) in lucky money during Tet.


"According to newspapers I have read, state officials are not allowed to receive cash or gifts of high value, but it is very hard to detect offers made in the form of lucky money given to small children. Last month, the Anti-Corruption Department under the Government Inspectorate publicized three hotlines to receive reports of wrongdoings related to Tet gifts," she added.


A prime ministerial decision made in 2007 bans the use of state money or assets, or finances derived from the state budget as gifts.


State officials and civil servants are allowed to receive gifts with a value below 500,000 Vietnamese dong (22.2 U.S. dollars) on special occasions such as Tet, weddings, funerals, after accidents or during illness. If the value is more than 500,000 Vietnamese dong, they have to hand in the gifts to their organizations and report the case to their superiors within five days.


While Tet brings financial worries for adults, it brings excitement and joy for children as it gives them a chance to "earn" money and, if allowed by their parents, spend it on the things they like such as toys, video games, comic books and food.


However, some kids secretly spend lucky money wastefully.


"Only after checking the content of the red envelops my son received did I realize that everyday he snuck out 50,000 Vietnamese dong to buy toys made from materials harmful to health, or play violent video games," the prosecutor Hang told Xinhua.


"My monthly income is a meagerly 5 million Vietnamese dong (222.2 U.S. dollars). Although I try to spend as little as I can, every Tet holiday costs me at least 3 million Vietnamese dong in lucky money offerings and the number seems to be increasing every year. Preparing lucky money when the holiday comes is a problem, and giving it to kids is not particularly entertaining for me, although I always try to smile while doing it," Hang acknowledged, awkwardly.


Becoming husband and wife is only the start of a more difficult married life. If this real life sets in one will notice that real love can not defeat everything.
